Following the success of the Index 21 – House Layout project, members of staff from both Aberdeenshire Council and The Robert Gordon University continued to investigate the potential for the methodology to be applied in other areas, including in house design.

A further application for funding was made to the European Social Fund and, in 2005, progress was achieved by way of a successful bid. A partnership was formed with the objective of creating an electronic web-based tool for the assessment of design value in new build housing.

As a consequence of 2 years of work in this area, the Sustainable Construction project, as it was referred to, delivered a new creation – that of the Index 21 – House Design Tool.
